HOUSING OFFICER

model

1. ROLE:

Depaul is a values-led organisation working with a number of services
throughout the Republic of Ireland and Northern Ireland. In this role,
the post-holder will support new DHA tenants in establishing and
maintaining their tenancies as well as providing housing and
maintenance supports to existing tenants.

2. KEY AREAS OF RESPONSIBILITY:

PROPERTY HANDOVERS:

* Attend property handovers with Housing Development Manager
* Take meter readings and arrange for transfer of utilities from DHA
to tenant
* Collect keys
* Insure property
* In the lead up to the handover, seek nominations from the local
authority in whose area the property is located
* Notify Depaul services of upcoming vacancies and seek nominations
to put forward to the relevant local authority

TENANT SIGN-UPS:

* Interview prospective tenants and determine any support needs that
he/she may require
* Ensure relevant supports are put in place ? i.e. Housing First,
SLI etc
* Calculate rent to insert in Tenancy Agreement
* Draw up Tenancy Agreement and run through this with tenant to
explain the respective responsibilities of both parties
* Arrange for Tenancy Agreement to be signed
* Also provide the tenant with the Tenants? Handbook
* Assist tenant in completing Rent Supplement and Household Budget
forms, or Standing Order
* Register tenancy with the Residential Tenancies Board (RTB)
* Assist tenants with ordering furniture and, where necessary, allow
access to the property for furniture delivery
* Deliver pre-tenancy training

RENT CONTROL:

* Rent setting and annual rent reviews
* Import rent payments onto Affinity data base
* Send out quarterly rent statements
* Monitor rent payments on a monthly basis
* Chase up tenants where arrears occur
* Rent reports for HDM/Board of Trustees

THE ABOVE LIST IS NOT EXHAUSTIVE; ADDITIONAL AREAS OF RESPONSIBILITY
MAY BE ADDED OVER TIME AND FLEXIBILITY TO COVER FOR OTHER STAFF ROLES
IS REQUIRED FROM TIME TO TIME.

3. PERSON REQUIREMENTS:

* A minimum of 2 years working in the social and voluntary housing
sector or similar environment (ESSENTIAL)
* A full driving licence and use of a car (ESSENTIAL)
* A relevant housing qualification would be a distinct advantage
(but not essential)
* A minimum of 1 year of regular use of IT systems with a good
proficiency in Excel, Word & databases (Essential)
* An ability to work both independently and as part of a team
(Essential)
* Knowledge of the benefit system including Rent Supplement, RAS and
Exceptional Needs Payments (Desirable)
* Experience in working with other support providers i.e. Housing
First & SLI (Desirable)
* Understanding of why people become homeless or may be at risk of
homelessness and the issues they present with, particularly in
relation to substance misuse (Desirable)
* Respect for the values and beliefs of the DP and its founding
partners (Essential)
* A commitment to and an understanding of equal opportunities and
diversity issues (Essential)
* A commitment to high standards of Health & Safety good practise
(Essential)
* Commitment to the provision of quality standards of services for
tenants (Essential)
