BACKGROUND TO WATERFORD AREA PARTNERSHIP

Waterford Area Partnership (WAP) is a local development company
operating across Waterford City & County. A company limited by
guarantee, WAP delivers much needed services to the communities of
Waterford since **Apply on the website** with a focus on those
experiencing socio-economic disadvantage and social exclusion. The
company delivers a number of programmes including Social Inclusion &
Community Activation Programme (SICAP), Tus, Integration & Employment
of Migrants, Atelier Roma Project and those sub-contracted with
Waterford City, The Local Area Employment Service. The total budget

WAP employs circa **Apply on the website** staff across various
programmes who are highly skilled and motivated in delivering creative
responses to local community needs and operate from a number of sites
across the city and county. Funded by a number of government
departments and statutory bodies we have proactively initiated, led
and worked collaboratively with local and national stakeholders in
achieving national policy objectives. Key funders include Department
of Rural & Community Development, Department of Children, Equality,
Disability, Integration & Youth, Department of Education and Science,
Department of Health, Health Service Executive and Waterford City &
County Council. Each funder has specific requirements regarding
eligible spend, target recipient groups, reporting formats, KPIs and
governance and audit procedures including specified procurement
processes.

WAP is governed by a voluntary Board of Directors representing a wide
range of stakeholders. Committees (Finance, Governance & Risk and HR)
are in place to ensure the organisation meets its compliance
responsibilities. A Senior Management Team oversees programme
delivery, budgeting and day-to-day operational matters.

The organisations internal and external environment has significantly
changed as we respond to local and national crises, in particular

Forums. This has led the organisation to review its programme delivery
which over the past 3 years has been predominately reactionary rather
than planned. The impact, both positively and negatively, now provides
us with the opportunity to reflect, review, adapt and plan for the
coming years.

Developing a Strategic Plan to provide flexibility in responding to
local needs. The process in developing our strategy will provide our
internal stakeholders to engage in a creative and energetic approach
in us achieving our mission, vision and objectives. How we deliver our
programmes to those experiencing socio-economic disadvantage
especially in an emerging world dependant on online and digital is
challenging for all. Remote working is at its infancy and while
solving/ easing some problems in the workplace, it has also unveiled
other challenges in the way our work is now done. Environmental
challenges facing our programme beneficiaries include limited/no
accommodation resources, fuel and food poverty and high inflation. As
a result our programmes are challenged by people?s low motivation
and energy to engage in pre-employment, education and community
initiatives. Community groups are facing additional challenges in
maintaining volunteers, governance, funding etc.

WAP has an opportunity to consider our role as a key local development
leader initiating and developing innovative and creative programmes
while addressing our internal role in maintaining our staff and skill
base, premises, funders requirements etc.

Within this context WAPs Board of Directors wish to engage a suitable
qualified, professional and experienced consultancy service to assist
us, our CEO and Senior Management Team in this task.

OBJECTIVE OF THE NEW STRATEGIC PLAN.

The objective of the strategic plan is to ensure Waterford Area
Partnership?s vision, mission and key strategic goals align with
current needs, emerging trends and new developments within Waterford
City & County ensuring the organisation has the capacity to meet these
local needs. In this context due regard to funder requirements,
staffing, skills sets, resources etc. over the next 5 years is key to
our planning. The new strategic plan should reflect the current and
predicted future environment within which WAP will continue to provide
much needed services to programme beneficiaries.

The work and planning will be directed by our Strategic Planning
Working Sub-group who report to the Board of Directors.

SCOPE OF WORK/DELIVERABLES

* To plan and facilitate a wide consultation with Board members, CEO,
Senior Management team, staff members and key external stakeholders to
review mission, vision and identify key strategic objectives.
* Assess and analyse the internal environment of WAP in areas such
as governance, finance, HR and operations etc.
* Assess and analyse the external environment changes in the recent
past and evaluate the impact of these changes on WAP and its work
programmes.
* Consult with a wide range of client stakeholders across the city
and county.
* Include a detailed SWOT analysis as part of the prior
deliverables.
* Review existing data to identify strategic opportunities.
* Explore opportunities for innovation and change management in the
organisation in providing services to our programme beneficiaries on
behalf of various funding bodies.
* Outline programme area(s) and theme(s) to be retained, reduced in
size, merged, restructured, expanded and/or ceased and provide logical
basis for such recommendation(s)
* Provide the Board of Directors with options and rationale to
assist them in setting the strategic direction for the next five
years.
* Outline methodology for incorporating new areas of work,
reorganising existing areas of work by having regard to external
environmental changes.
* Draft and present WAP Strategic Plan **Apply on the website** to

OUTPUTS EXPECTED OF THE STRATEGY DEVELOPMENT INITIATIVE

It is envisaged that the main output will be a succinct (**Apply on
the website** pages) and accessible strategic plan supported by a set
of appendices.

This should include:

* alignment with our Constitution objectives
* an assessment of performance of each thematic area of work based
on quantitative and on quantitative data.
* an assessment of the programme beneficiaries experience within
each area of WAP?s thematic/programme sections
* a detailed SWOT analysis with particular emphasis on future
direction
* a set of detailed recommendations on developing and structuring
the organisations work in the future having regard to external
environmental changes.

thematic area including a developed evidence basis for recommended
changes in thematic structures
* recommendations to enhance the quality and governance of the
organisation.

EXPERIENCE REQUIRED:

Within the tender the consultant must demonstrate experience in the
following areas:

* strong experience and knowledge of local development and internal
and external factors which affect sector.
* research methodologies and approaches including community
development with quantitative and qualitative research,
* facilitating consultation which enhances participation and
creative approaches.
* knowledge of the individual programmes and an understanding of the
role of local development companies operating in disadvantaged urban
and rural areas.
* experience of working with the target groups listed under SICAP
and other programmes
* knowledge of government policy and the community, voluntary &
statutory sectors,
* knowledge of data protection legislation and necessary
requirements,
* ability to write and present complex information in a creative,
clear, concise and accessible format within budget and a tight
timeframe.

THE TENDER PROPOSAL SHOULD INCLUDE:

* Applicant Details including evidence of suitable professional
qualifications, experience of proposed staff to carry out the work and
relevant references.
* Demonstrating appropriate experience in community development and
strategic planning
* A detailed Evaluation Tender Proposal in response to the above
outlining the proposed approach; research questions and methodologies;
timeline and deliverables.
* Provide overall costings inclusive of hourly/daily rate, travel
and VAT.

Evaluation of submitted Tender Proposals will be assessed against the
above criteria.

The successful applicant will be asked to provide a current Tax
Clearance Certificate and Professional Indemnity Insurance at contract
stage. It is expected that shortlisted applicants may be invited to
make a presentation to the Strategic Planning Working Group prior to
any decision to confirm an appointment.

The issue of the request for tender does not imply that the lowest
