HUMAN RESOURCES CONSULTANT

TERMS OF REFERENCE

1. PURPOSE

A competitive tendering process to provide Local Area Employment
Services to jobseekers across the Country is underway. Mayo North East
LEADER Partnership Company (MNELP) has submitted a tender response to
deliver this service for the Department of Social Protection in the
Mayo/Roscommon Lot Area. The company now requires a Human Resource
consultant to provide and coordinate a comprehensive
restructuring/rationalisation plan for staff currently working across
Mayo Local Employment Service, Mayo Jobs Cub and Roscommon Jobs Cub.

2. THE ORGANISATION

MNELP is a not for profit organisation that was established to provide
supports to individuals and communities throughout North and East
Mayo; it is governed by a voluntary Board of Directors selected from
various stakeholders within the community. Funding to provide services
and programmes is sourced from government departments or from the

3. BACKGROUND TO CONSULTANCY

Currently MNELP employs fifteen fulltime and six part-time staff in
both Mayo Local Employment Service and Mayo Job Club. Roscommon Job
Club employs two fulltime staff. If MNELP are successful in the
current tendering process a new contract between MNELP and Department
of Social Protection will be agreed and the staffing requirements will
change significantly. This needs to be addressed and facilitated
through an inhouse restructuring/selection process from the existing
staffing pool. Following on from that process the company could,
potentially, be in a position to recruit externally.

4. SCOPE OF THE CONSULTANCY

The key objectives of the human resources consultant will be to:

* Provide advice on TUPE obligations for the company in relation to
existing staff
* Provide a comprehensive roadmap for the company regarding
restructuring, redeployment and/or recruitment of staff currently
working in LES and Job Clubs in both counties
* Evaluate job specifications within the new contract
* Set out and coordinate a selection process
* Coordinate and conduct competency-based interviews
* Prepare contracts of employment

5. DELIVERABLES

The consultant will produce, in the first instance, a comprehensive
HR/Restructuring Strategy regarding the implementation and delivery of
the new LAES contract. Upon completion MNELP will require a documented
summary of the rationale behind the strategy and redundancy matrix
used together with recommendations on Quality Assurance; Performance
Management and Continued Improvement.

6. KEY BACKGROUND DOCUMENTS

MNELP will provide the consultant with all documents relevant to the
company?s recruitment/selection process and HR policies.

7. TIMEFRAME

and is dependant of Department of Social Protection?s decision
regarding LAES contracts.

8. SUPERVISION AND GUIDANCE

The Consultant will be expected to be self-motivated and able to work
independently. Supervision and support will be provided by the CEO Mr
Justin Sammon, the Manager of the MRLAES Orlagh Denneny along with the
Human Resources Sub Committee of the company. Additionally, the
Consultant will be provided with a general induction to the work of
MRLAES, relevant background documents, and profiles of the relevant
individuals across the organisation and outside of it.

9. PERSON SPECIFICATIONS ESSENTIAL

* At least five years? experience in human resources
* Experience in change management
* Experience in undertaking human resources evaluations
* Experience in strategic planning and organisational development
* Excellent organisational and time management skills
* Excellent report writing skills
* Excellent spoken and written English
* Availability to fulfil the tasks within the stipulated timeframe

MNELP will employ will employ a two-stage process. STAGE I Submission

Procedure for the award of this contract. As the company is
considering customised or company specific solutions, it has chosen to
use the Competitive Dialogue Procedure in achieving this objective.
Once tender responses are received MNELP will short list and issue an
invitation to the chosen participants to attend the competitive
dialogue stage. The purpose of the dialogue is to allow participants
to develop their proposed solutions in response to MNELP?s
objectives and should take place early August **Apply on the

AN INDICATIVE DAILY RATE together with AN ESTIMATE REGARDING THE
NUMBER OF DAYS REQUIRED to complete the project are required by the

The proposed number of days may be subject to change due to a number
of variables such as outcomes of the current LAES tendering process,
clarity from the Department of Social Protection regarding timelines
and commencement date for the new service, staff consultation and IR

respect of not adhering to proposed number of days must be flagged
once known.
