WRDATF: Planet Youth Evaluation - Invitation to Tender


1. INVITATION TO TENDER

The Western Region Drug and Alcohol Task Force (WRDATF) wishes to
contract a consultant or organisation to conduct a process evaluation
of its Planet Youth project. This evaluation will produce a final
summative report. The work of the evaluation is anticipated to
commence in August / September and the report will be produced by the
5th December.

2. BACKGROUND AND CONTEXT

3. THE AIM AND OBJECTIVES OF THE EVALUATION

3.1 Aim

* To ascertain how well the Planet Youth project is achieving its
objectives (see Strategy and Implementation Framework), and to
identify learnings for the future development of the project.

3.2 Objectives

* Evaluate the process of the implementation, development, delivery,
and outputs of the Planet Youth project.
* Record how Planet Youth data is being used by partner agencies in
the region.
* Examine the effectiveness of the regional and county committees as
suitable governance and implementation structures for the Planet Youth
project.
* Examine the project's outputs and identify any notable gaps.
* Review the viability and future sustainability of the Planet Youth
project as it nears the end of its five-year pilot phase and plans
towards a phase two.

4. METHODOLOGY

We anticipate the evaluation to use mixed research methods.
Qualitative methods such as interviews with staff, partner agencies
and services would be appropriate. Quantitative data from the Planet
Youth surveys will be available for use and all Planet Youth
literature and media also.

We are open to the use of other appropriate methodologies to best
capture and record the required information, including creative
methods and case studies.

5. OUTPUT

A final report outlining the findings related to the above aim and
objectives will be required, to be delivered in line with the timeline
set out below. This report should include an executive summary.

6. OWNERSHIP

Ownership of the evaluation report and any related data will reside
with the WRDATF.

7. TIMEFRAME

The closing date for submissions of proposals is Friday **Apply on the

conducted between September and November and the report submitted by
Monday 5th December **Apply on the website**.

The Planet Youth Coordinator will be available for consultation and
support throughout the process. It is anticipated that stakeholder
consultations will be organised to take place during September and
October.

We are keen for the work to start as soon as possible and ask
tenderers to specify how soon they would be in a position to commence
the work.

8. SUBMISSION AND ASSESSMENT OF TENDERS

Tender submissions should include:

Contact information.

* Confirmation of the applicant's capacity to undertake and complete
the work in the required timeframe.
* An outline of the research methods and the approach the applicant
would take with this evaluation, including consultation/engagement
with stakeholders and a general timeline.
* A statement outlining relevant knowledge and skills, demonstrated
with examples of roles played in comparable projects.
* Details of any other relevant information that the applicant
considers appropriate.
* Disclosure of any conflict of interest.
* Two referees (including telephone numbers and email addresses).
* Costs for the entire piece of work
* Tax Clearance Certificate.
* CV

An assessment panel will examine all tenders received. The panel will
need to be satisfied that the contracted consultant is suitably
qualified and has the knowledge, experience and skills needed to
undertake and successfully complete the contract, within the timeframe
and budget outlined above. The assessment panel will determine
eligibility for this service in accordance with the following
criteria:

* A clear understanding of the brief.
* Knowledge, skills and experience required to deliver the service
successfully.
* Alignment between the outlined approach and the evaluation aim and
objectives.
* Capacity and resources to deliver the services required within the
available budget and timeline.
* Costs (The WRDATF does not commit itself to accepting the lowest
tender. Once the successful tender has been awarded the contract, any
price increases during the term of contract will not be accepted).

WRDATF reserves the right not to award the contract to any of the

9. MANAGEMENT OF THE EVALUATION PROCESS

An advisory group will oversee the evaluation process. The group?s
role will involve discussing and approving aspects of the evaluation
design, as well as advising and supporting the contractor undertake
interviews with stakeholders.

Day-to-day management of the contract will by Planet Youth
Coordinator, who will also act as the key contact person and be
available to support the contractor.

The maximum budget for the work of the contractor is ?5,**Apply on
the website** exclusive of VAT. This sum should cover all costs
including the contractor?s time and receipted expenses related to
the execution of the contract.

Applicants should provide a breakdown of costs in their tender
proposals.

Any conflict of interest involving the contractor and the WRDATF,
their staff or relatives must be fully disclosed in the response to
this Invitation to Tender, or should be communicated to the WRDATF
immediately upon such information becoming known to the contractor.
Failure to disclose a conflict of interest may disqualify a tenderer
or invalidate an award of contract, depending on when the conflict of
interest comes to light.

The contract shall contain provisions reserving to the WRDATF the
right to terminate any contract awarded if it is not satisfied with
the performance of the successful tenderer of the contract.
