Belvedere Youth Club: Invitation to Tender
BRIEF FOR SUPPORT ROLE IN BYC RP PROJECT:
DATA GATHERING, AGGREGATION & ANALYSIS AND RESOURCE DEVELOPMENT

WHO ARE BYC?

BYC is a youth service based in the northeast inner city of Dublin
which has been working with young people in this community since
**Apply on the website**. BYC delivers targeted programmes to young
people and has endeavoured to be at the forefront of best practice in
youth work.

BYC works with children and young people that are exposed to the
impacts of poverty, unemployment, drug and alcohol misuse and a range
of other social problems to a greater extent than almost any other
children in the country. BYC provides services to for up to **Apply on
the website** children and young people aged **Apply on the website**
and works closely with other community and youth organisations.

In its direct work with young people, there are three areas of
priority for BYC:

* Universal services that are available to all members. They include
drop-in services for primary and secondary school children in the
afternoon and evening as well as a summer programme.
* Targeted youth programmes that are delivered by the youth work
team to smaller groups to develop self-confidence, creativity,
informal learning, and relationships. These programmes include
homework clubs, outdoor activities, sports and activities, drama,
computer skills, photography, creative writing, and youth leadership.
* Working with ?harder to reach? young people that involves
working in small groups and one to one setting. This work involves
building stronger relationships with their families and helping them
to define a direction for their lives.

To support these priorities BYC?s ambition is to become a truly
Restorative Organisation. BYC want to ensure better outcomes for
children and young people and through RP want to create an environment
that gives children and young people a voice within the community.

BYC RP PROJECT

BYC?s ambition is to build on the work already done both within the
Youth Club and the north east inner-city community to become a truly
restorative organisation thus effecting positive change from within
the community.

BYC RP VISION

_?We create opportunities for more meaningful engagement and better
communication through embedding Restorative Practice techniques in our
youth club and community, thereby reducing the potential for conflict
and creating an empowering environment.?_

The project OUTCOMES are to ensure that:

* Role models are emerging
* Our structures are inclusive
* Positive communication techniques are integrated into our work
* Our community is being influenced by our restorative vision

Furthermore, the long term impact of the project is linked to creating
a centre of expertise that allows ?coalface? experience of RP
techniques and to Influence and contribute to RP policy and research
work nationally and at a European level.

IMPLEMENTATION PLAN

This ambition is supported by an Implementation plan.

The plan has two core components:

* Reconfiguration of the existing BYC premises to create an
environment conductive to collaboration and access for all. It will
allow rooms to be configured as required and aims to create a safe
non-hierarchical space that will encourage conversation and sharing.
This is now complete.
* Build a restorative environment within BYC and extending to the
wider community that allows people to see different perspectives and
gives them the tools to deal with conflict and challenges in their
lives. We believe that it equips us to see other options and be open
to looking at things differently. These are essential life skills for
children and young people in the NEIC

BYC?s ambition is to deliver such a restorative practice environment
over an initial timeframe of is two years. The plan is built on an
?inside-out? approach, with a focus for the first period of
embedding RP in the DNA of the youth club.

We have identified five strands of work to inform our model, each
involving a series of activities and approaches.

* Strand A: Training and Development
* Strand B: Embedding and Supporting
* Strand C: Communication and Engagement
* Strand D: Organisational Structures and Ways of Working
* Strand E: Branding and Visibility

An associated workplan has been developed that will allow for ongoing
reporting on each of these activities, linked to the strand and
including information on outcomes.

A dedicated youth council will also play a role in supporting the
workplan.

An advisory committee will act as a sounding board, provide access to
RP expertise, ensure the focus remains on the strategic intent and to
start the external engagement process with the NEIC community by
having community influencers on the Board.

A dedicated Restorative Practice specialist has been recruited. This
person works as part of the BYC leadership team to embed RP practices
across the club and support BYC in its aim of becoming a truly
Restorative Organisation.

ROLE FOR

SUPPORT PROVISION

As the work of the RP Project develops, BYC is keen to ensure that we
are documenting the experience. This documentation will include a wide
range of resources, approaches and formats, including the following:

* RP training resources and manuals, including branded powerpoints,
videos, etc. These resources will be tailored and targeted at a range
of different audiences including staff, young people, parents, board
members, statutory and corporate stakeholders, other youth services as
well as community members.
* Plans, Output and Outcome reports. These resources will allow for
other youth and community services to review the day to day
experiences involved in embedding RP within our organisation. Again, a
range of approaches and formats will be used that will gather
testimonials from staff, young people and all other stakeholders to
share the learning
* Videos, podcasts and other multimedia resources. These will
highlight the experiences and learning from all involved within the
organisation and community and will bring to life the means by which
we have facilitated RP.

The aim is that all resources named (and others that can be added)
will constitute a suite of tools and guides for other communities and
youth organisations willing to undertake a similar process of RP
learning. These resources will be maintained online and the aim is
that they can be shared widely.

The role that we require is that a skilled person can support our
organisation to document the experiences and highlight the learning
involved. The person will be required to spend time with our team and
specifically our RP co-ordinator to understand the key steps involved
and to gather data. This data will be processed and aggregated to form
the basis of reports and resources.

The person will develop a clear workplan with input from the BYC
leadership team and through this engagement, an agreed range of
outputs will be specified.

A further role for this person will be to provide direct support in
producing funding applications through national, EU and other
international programmes.
