Job Description
General Manager Duties Key functions of the role will be:
Manage the companies to meet the requirements of the Concession Contracts under the governance of the Board
Manage with responsibility for quality and health, safety and environmental (HSE) systems relating to the company operations.
Ensure the PPP Co companies quality management system and HS&E policy are prepared and implemented, including arranging for regular auditing and reviews.
Administration of operations & maintenance contracts, including instruction and certification of payments to term contractors under a `task order? system. Task orders will generally be generated from the RMMS and EIRSPAN databases.
Administration of the toll services subcontractor including development of procedures, strategies and other arrangements for the following:
Feedback, reporting and complaints handling
Compliance with relevant statutory, legislative and safety requirements
Preparation of Toll Operating Plans
Development of the procedures for operation and maintenance activities, which should identify the procedures, strategies or other arrangements for the operations and routine maintenance services.
a) Monitor progress and performance of maintenance contractors and ensure the maintenance works executed satisfy contract requirements.
b) Routine maintenance
c) Winter maintenance (in liaison with the winter term maintenance contractor)
d) Road & Tunnel Operations, repairs and improvements
e) Emergency call out, including data handling and review
f) Inspections and surveys of pavement, structures and the tunnel
g) Maintenance of: road pavements, tunnel, road structures, landscaping,
Electrical and lighting equipment, traffic signs and road markings
h) Traffic and road safety management
i) Abnormal load routing
j) Meteorological data handling and driver information
k) Compliance with relevant statutory, legislative and safety requirements
l) Feedback and complaints handling.
Prepare strategies and tenders for the design and procurement of major maintenance works.
Prepare long/short term major maintenance plans with budgets and ensure these are compatible with the PPPCo budget. Monitor costs against budgets and liaise with the Commercial Manger regarding reports to the SPV Board.
Liaison with NRA, attendance at meetings and respond to the requirements in accordance with the contract.
Carry out regular routine inspections and safety patrols
Emergency procedures and 24 hour emergency response and liaison with emergency services and Gardai
Prepare and arrange programmes for inspection of the Project Facilities (in accordance with the requirements of Schedule 7 ? Operation and Maintenance), review inspection reports and approve recommendations to be implemented.
Compile Five Year Management plans, monitor and report on performance relative to the Five Year Management Plan as appropriate. Compile the Annual Report and the Annual Performance Report.
Liaison with Third Parties and other interested authorities e.g. adjacent local authorities, utilities, landowners, emergency services, public and users in respect of operation of project facilities.
Liaise with the Commercial Manager on expenditure, budgeting, procurement and all financial matters.
Lead discussions with Lenders Representatives and Rating Agencies.
Requirements
University degree in Civil Engineering or equivalent
Membership of a Chartered Civil Engineering Institution
Minimum ten years relevant post graduate experience
Minimum five years continuous experience of major highway schemes
Knowledge, skills and ability:
Good interpersonal, communications and customer service skills
Organisation and planning skills
Moderate Computer/IT skills
Experience in management and procurement of private public concession contracts for a period not less than 3 years
Experience in senior management in a commercial environment or a period of not less than 3 years
Experience in renegotiation of contracts while under operation and with several stakeholders
