HSE Louth Meath Mental Health Service: Invitation to Tender


Louth Meath Mental Health Services are seeking to collaborate with a
partner agency to deliver the Individual Placement and Support model
of job coaching to service users in Meath attending HSE Mental Health
Services with a First Episode Psychosis. This is part of the National
Clinical Programme in Early Intervention in Psychosis and Meath is one
of three demonstrations sites nationally

The Tender process is open to any organisation wishing to collaborate
with the HSE for the recruitment of 2 Employment Specialists (Job
coaches) on a fixed term, specified contract basis to provide
Individual Placement and Support model of supported employment.

WORK BRIEF

* The Early Intervention Psychosis clinical program states that a
strategy to facilitate service users pathway to employment should be
developed. International best practice recommends that services offer
supported employment programs to people with psychosis who wish to
return to work.
* Individual Placement and Support is a well defined approach using
a proven methodology to help people with mental health difficulties
find and keep competitive employment.
* The philosophy of the Individual Placement and Support model of
supported employment is that anyone is capable of undertaking
competitive paid work if the right kind of job and work environment
can be found and the right support is provided.
* Individual Placement and Support is based on eight key principles

The following eight principles underpin IPS practice

* Zero exclusion
* Competitive employment is the goal
* Employment Specialists are integrated with community mental health
teams.
* Rapid job search
* Individual job preferences
* Employment specialists engage with employers based upon their
client?s preferences
* On-going time-unlimited support is provided
* Personalised benefits counselling

* The employment specialists (job coaches) will work as a member of
the community mental health teams to provide Individual placement and
support intervention for service users with first episode psychosis
presentations.
* The successful agency will work in partnership with the HSE mental
health service to achieve the aims of the project in accordance with
the SOP for Individual Placement and Support in Early Intervention in
Psychosis.
* The successful agency will recruit, supervise and mentor the 2
employment specialist?s to ensure a quality service is provide.
* The successful agency will provide monthly data sets on employment
specialist activity and will participate in fidelity reviews and
training as required to support the program.
* Ashbourne and Navan will be the base?s for the 2 employment
specialists who will have HSE desk, computer and phones provided,.
While they will have a full time base in the mental health services
they will require supervision, support and mentoring from the host
organisation.

SUBMISSION AND TENDER

Prices must be all inclusive, be expressed in Euro only. Full details
on pricing should be supplied.

available per annum currently for this tender. Funding available will
be reviewed annually and will be in align with HSE IPS programs
nationally. A service level agreement will be agreed annually with the
successful organisation for the 3 year period.

Tenders will be initially evaluated by reference to the following
qualification criteria:

* Quality of proposal
* Value for money
* Knowledge and experience of supported employment for mental health
service users

FORMAT OF TENDER

Tender application should include

* Background of organisation/agency applying and description of its
core work.
* Outline experience of organisation in supported employment and or
vocational rehabilitation
* Outline experience of organisation working with adults with mental
health difficulties
* Contact details and experience / skills of key people in agency
involved in tender including proposed supervisor
* Details of costs.
