BALLYFERMOT LOCAL DRUG AND ALCOHOL TASK FORCE INVITE TENDERS FOR THE
FOLLOWING BRIEF:

To provide a review of the financial operations of the Childcare Fund.
The Childcare Fund E**Apply on the website**k per annum is
administered through one of the BLDATF funded projects, who have
operated the fund since **Apply on the website**.

CONTEXT AND BACKGROUND

BLDATF is one of **Apply on the website** LDATF around Dublin, which
were set up in the late **Apply on the website**s to address the drug
crisis of the time. LDATFs play a key role in the identification of
emerging drug and alcohol trends within the local community and are
responsible for developing and implementing a local strategy in line
with the national strategy _Reducing Harm, Supporting Recovery
(**Apply on the website**). _As a locally based
multi-agency/multi-disciplinary board we support a number of
organisations within the community to provide a range of services and
activities across the region. One of the funding streams within the
BLDATF budgets is the Childcare Fund. This budget provides funding for
childcare places within childcare settings for parents accessing
support for problematic drug and alcohol use. In order to maximise its
effectiveness and its reach, the budget requires robust financial
procedures. As this fund is provided by the Irish Government it is
therefore subject to rigorous financial controls.

_TENDER REQUIREMENTS ARE:_

* This review is to cover the full period from which the Childcare
Fund has been administered by the project, from July **Apply on the

* Conduct the audit in line with best audit process systems.
* Analysis of the current Childcare Fund financial operations,
including a sampling of a minimum of **Apply on the website**% of all
financial records associated with the fund.
* Conduct the Audit onsite as well as desk audit elements.
* Provide a detailed report to the BLDATF with regard to the
financial management and oversight of the fund by the fund
administrator over the full period of the contract with the
administrator to date in line with the standards for the management of
public funds.
* Provide recommendations with regard to reporting mechanisms on the
fund going forward.
* Provide recommendations with regard to the financial operation of
the fund going forward.

_ENGAGEMENT AND COLLABORATION WITH THE BLDATF AND OTHER KEY
STAKEHOLDERS WILL BE AS FOLLOWS:_

* _Regular updates and consultation with the BLDATF Finance and
Monitoring Subgroup from the outset and as required during the term of
the work._
* _Consultation with Childcare Fund administrators._

BUDGET AND TIMELINE:

* The deadline for receipt of applications is 5PM FRIDAY **APPLY ON

DECISION MAKING PROCEDURE

* All tenders received will be reviewed by a panel nominated by the
BLDATF.
* Shortlisted candidates may be asked to present their tender to a
panel nominated by the BLDATF.
* Nominated referees of the tenderer will be contacted

TENDER ASSESSMENT WILL BE BASED ON THE FOLLOWING:

* Applicant?s ability to demonstrate a clear understanding of the
tender request.
* Applicant?s ability to demonstrate an understanding of Local
Drug and Alcohol Task Forces, their structure and their role within
the community.
* Experience of having previously conducted similar projects, with
sample list of clients and with state funded agencies.
* Quality of the tender document submitted, with clear timelines and
project plan.
* Membership of an accredited accounting body with a strong track
record in accounting and auditing practices.

OTHER INFORMATION:

* This piece of work is being funded through the Ballyfermot LDATF.
* Price increases during the term of contract will not be accepted.
* Tenderers must disclose in their submission details of any
conflict of interest.
