TULLACMONGAN NEEDS ANALYSIS

INVITATION TO TENDER

To undertake a profile and needs analysis that will inform a three
year strategy (**Apply on the website**) and one year operational plan
(**Apply on the website**) of Tullacmongan Resource Centre at
Killymooney Drive Cavan

Tullacmongan Resource Centre is seeking to contract a suitably
qualified and experienced consultant to undertake a profile and needs
analysis of the targeted community in which they operate. This needs
analysis will inform a three year strategic work-plan (**Apply on the
website**) and be facilitated and written up by the consultant in
conjunction with a one year operational work-plan.

BACKGROUND

Tullacmongan Resource Centre has been in operation since **Apply on
the website** and currently delivers a range of services, supports and
programmes to families, children and community groups in the immediate
and surrounding area of Tullacmongan. The organisation is managed by a
voluntary board of management and currently directs the following
services: Tullacmongan Childcare service, International Fund for
Ireland-Peace Impact Programme, we also facilitate groups in the
Tullacmongan Resource Centre and rent office space to Foroige for

The Tullacmongan area is in the Cavan Belturbet electoral area with a

website** and the local Tullacmongan area is divided into 6 small
areas electoral areas and has a total population of 1,**Apply on the

Five of the six small electoral areas are registered as ?very
disadvantaged? on the Haase index, with the remaining one showing as
?disadvantaged?. Some conclusions from this report indicate that

proportion of younger and older people in the population that the
working age population have to support.
* There are very striking statistics for lone parents? households,

* In almost all areas, over one third of the population were
educated to primary education only.
* In three of the small areas, the majority of accommodation is
rented from the local authority. In one area, **Apply on the
website**% of housing is rented from the local authority.
* The average male unemployment rate for the catchment area is

* The average female unemployment rate is **Apply on the

1. OVERALL AIM OF THE RESEARCH:

The overall aim of the research is to undertake a needs analysis and
community profile that will inform the next three - year strategy and
one- year operational plan.

2. OBJECTIVES OF THE RESEARCH

The objectives of the research are:

* To work with the TIPP Co-ordinator and Voluntary Board of
Management to develop an agreed methodology and process for
consultation with existing groups, the local community, statutory
agencies and other stakeholders.
* To have in place a three- year strategy and one -year operational
plan that will enable the board to work proactively to access
resources over the next three years.
* To identify the needs of the local community regards to services,
supports and health & wellbeing
* To identify the needs of the local community and other service
providers in the delivery of supports and services to families,
individuals and children.
* To identify the gaps in supports and services to families and the
local community and to identify how Tullacmongan Resource Centre can
address that into the future.
* To identify the barriers and gaps in service provision and
supports to children families older people and the local community.
* To make recommendations that will enhance the work of Tullacmongan
Resource Centre

3. EXPECTED APPROACH/METHODOLOGY;

* It is anticipated that the methodology will include a blend of
quantitative and qualitative research techniques. It is expected that
it will be participative in nature and will include the voices of the
local community, families, children and young people as well as
service providers. It is likely to involve the following:
* Desk based research to provide a demographic profile of the
relevant population in the area using secondary data (e.g. Census
**Apply on the website**), to ascertain existing services and supports
for families and the local community, to draw attention to barriers or
challenges that families and the local community encounter and to
identify specific gaps in provision.
* A concise literature review and link to other related research
recently conducted within the county and relevant policies and current
developments in best practice provision for families, children, young
people and older people.
* Preparation of questionnaires, focus group questions and formats
to structure the participative elements of the research.
* Consultations with key informants/stakeholders from the lead
statutory and voluntary agencies particularly those with a vested
interest in the Tullacmongan Resource Centre.
* Consultations with service users, e.g. families, children, young
people, women?s group and Young at Heart group.
* Consultation with cross border groups already engaged with the
Tullacmongan Peace Impact Programme and other leads
* Analysis and report write up to include findings of all phases of
the research and a detailed Action Plan.
* Presentation of progress reviews, preliminary report of findings,
final Report and Action Plan to a specially convened Research Steering
Task Group that will meet at least twice during the period of the
research. The final document will be the property of Tullacmongan
Resource Centre

QUALIFICATIONS AND QUALITIES OF THE SUCCESSFUL CONSULTANT;

The successful consultant will demonstrate the following qualities,
qualifications and experience:

* Research qualifications and experience of successfully completing
similar pieces of research.
* Communication and interpersonal competence to effectively engage
with the wide range of stakeholders.
* Competence and experience working, in the local community and of
working with groups, individuals and families.
* Data analysis, report writing and presentation skills.
* Capacity to complete the research and deliver the final document

* In possession of a valid Tax Clearance Certificate and insurance.

4. BUDGET;

The maximum budget available for this piece of work is ?5,**APPLY ON

will be inclusive of all expenses, travel, subsistence and
administration. A payment schedule will be agreed with the successful
tenderer prior to the commencement of the work based on project
deliverables.

Tenderers shall provide the following general information:

Pricing quoted in Euro must be an all-inclusive fee to include
breakdown of the work (desk, field work and production of preliminary
and final reports), VAT and any expenses, e.g. travel and subsistence.

7. EVALUATION OF TENDERS

Proposal must include sufficient information to enable Tullacmongan
Resource Centre to evaluate competency of the research consultant(s).
Tenders will be evaluated by the Voluntary Board of Management on the
basis of:

* Overall quality of proposal including evidence of understanding of
the brief.
* Proven competency and experience of the Tenderer including
examples work-plans and strategies undertaken to date.
* Proposed methodology and capacity to engage with all stakeholders.
* Track record in delivering quality research and knowledge of this
sector

* Value for money.

Respondents may be invited to attend for interview. The successful
tenderer will be informed in writing if the selection process deems
them to be the successful applicant. All unsuccessful tenderers will
also be notified in writing.
