CARLOW COUNTY DEVELOPMENT PARTNERSHIP CLG

Carlow County Development Partnership CLG was established in **Apply

responsible for the strategic management and delivery of a range of
publicly funded economic and social development programmes and
initiatives to individuals, enterprises and communities throughout
Carlow Town and County.

This tender is funded under the Social Inclusion and Community
Activation Programme (SICAP) programme with the support of the Carlow
Local Community Development Committee (LCDC).

The aims of the SICAP Programme are to reduce poverty, promote social
inclusion and to improve the life chances and opportunities of those
who are marginalised in society, living in poverty or in unemployment.
It does this through a community development approach, and through
targeted supports and inter-agency collaboration, underpinned by the
values of equality, inclusion and social justice.

A key strand of the SICAP programme in Carlow is to support
communities classified as disadvantaged/very disadvantaged/extremely
disadvantaged under the Pobal HP Deprivation Index (**Apply on the

INTRODUCTION

COVID **Apply on the website** has resulted in challenges for all of
society, but particularly for communities already experiencing levels
of disadvantage. Our previous research has shown that there are six
communities in Carlow classified as disadvantaged/very disadvantaged/
extremely disadvantaged. Now that public health policy suggests that
all of society will need to live with COVID **Apply on the website**
for a period of time, Carlow County Development Partnership is
committed to gaining a full and timely understanding of how COVID
**Apply on the website** has, is and will impact on our most socially
and economically vulnerable communities in Carlow in the context of
building community resilience. The insights obtained from the research
will serve to inform the development of community-focused actions,
aimed at building community resilience.

THE ASSIGNMENT

The selected researcher (individual or team) will be required to
conduct primary research with community leaders and front line service
providers in each of the six communities in Carlow that are classified
as disadvantaged/very disadvantaged/extremely disadvantaged to:

* identify what the challenges and barriers are, including gaps in
service provision, to building resilient communities in the context of
the Government?s ?Resilience and Recovery **Apply on the website**

the website**?;
* identify and assess good practices and / or innovations that may
be further developed and / or mainstreamed; and
* Identify a range of community-centred responses that could
eliminate or reduce the above identified challenges and barriers,
including addressing identified gaps in service provision, while
taking due cognisance of the measures contained in the Government?s
