JOB TITLE: ASSISTANT DIRECTOR OF SERVICES

REPORTING RELATIONSHIP: Reporting to Director of Services

KEY WORKING RELATIONSHIPS: PIC?s and Therapeutic Supports Team

LOCATION: Stamullen, Co. Meath and Community-Based
(Meath/Louth/Cavan/North Dublin area)

PURPOSE OF POST:

In the context of a person ?centred philosophy the ASSISTANT
DIRECTOR OF SERVICES will support the operational management of
services. S/he, in tandem with the Director of Services, will be
responsible for appropriate governance of services and also provision
of strategic leadership, operating in accordance with the policies of
the company and in collaboration with other professionals and service
managers in achieving service goals, including among others regulatory
compliance, audit, manpower planning and key performance indicators.

THE POST HOLDER WILL BE RESPONSIBLE FOR-

* ENSURING COMPLIANCE WITH HIQA REGULATIONS/STANDARDS AND
IMPLEMENTING ACTIONS ARISING FROM REGULATORY INSPECTIONS.
* DRIVING THE QUALITY AGENDA BY CONDUCTING A CONTINUOUS PROGRAMME OF
AUDIT AND WHERE REQUIRED QUALITY IMPROVEMENT PLANS.

He/she will ensure services are provided within a relationship which
is based on respect and equality and that promotes their independence.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Under the direction of the Director of Services, the post holder will
be responsible for the following, ensuring privacy, dignity and
respect of residents at all times.

_GOVERNANCE_

* Deputise for Director of Services in holding scheduled governance
meetings to test and validate compliance with regulatory requirements
and complete the agreed Governance template in respect of each such
meeting as required.
* To ensure compliance with HIQA regulations/standards ensure all
audits are conducted in accordance with agreed audit schedule.
* Audit resident records to ensure compliance with regulatory
requirements.
* Analyse audit results to identify trends and emerging issues.
* In consultation with PIC?s, develop action plans to address
areas of non-compliance identified through audit programme.
* Support PIC?s to achieve compliance and implement quality
service improvements.
* Check and sign off on the implementation of action plans at
scheduled governance meetings.
* Identify learning opportunities from audit results, complaints and
incident management and ensure the learning is disseminated throughout
the service.
* Review incidents and HIQA notifications so as to ensure HIQA is
kept appropriately informed of all notifiable events in a timely
manner
* Keep Statements of Purpose under active review so as to ensure
that they accurately reflect the service provided and staffing levels
in place.
* Assist with completion of annual reviews and six monthly
inspections

_LEADERSHIP AND ACCOUNTABILITY_

* Support the development and implementation of policies/procedures
and guidelines to support practice within the ?National Standards
for Residential Services? for Adults with Disabilities (HIQA) and
other Accreditation/Regulatory Bodies.
* Promote the opportunity for residents to direct their own lives in
accordance with their cognitive and physical abilities in an
environment that is based on respect and equality and that promotes
their independence.
* Actively promote and encourage the participation of residents in
the running of the centre and through audit elicit their views and
that of their families on the service provided.
* Promote the social interaction of residents with the wider
community, in accordance with their choices and personal goals.
* Collaborate and work closely with the multidisciplinary team,
external agencies and services to support the resident to work towards
achieving their personal goals.
* Promote good interpersonal relationships with residents, their
family/social network supports and the multidisciplinary team in the
promotion of person-centred planning.
* Ensure that support is provided in an empathetic and ethical
manner and that the needs and dignity of the residents are paramount.
* Ensure that evidence based standards are in operation and that
regular monitoring and quality assurance measures are implemented.
* Ensure PIC?s co-ordinate the involvement of Therapeutic Supports
Team in support planning and reviews.
* Keep Director of Services appraised of any significant development
and/or risk within his/her area of responsibility.
* Perform such additional duties as may be assigned from time to
time.

_INFORMATION MANAGEMENT_

* Ensure compliance with GDPR requirements in relation to all
personal information.
* Ensure the security of such data and the maintenance of privacy
and confidentiality of the resident through training and on-going
assessment of compliance with policies and procedures.
* Ensure appropriate safeguards are in place for the secondary use
of personal health information e.g. audit, quality assurance
initiatives etc.
* Encourage and support the implementation of technology based
solutions in the management of information, resources and performance.

_MANAGERIAL_

* Set key objectives in line with overall Service Plan objectives on
an annual basis.
* Participate in the company?s governance groups as appropriate.
* Participate, as required, in the recruitment and selection of
staff,
* Ensure the optimum and effective use of staff through efficient
rostering and skill mix based on work load, which is consistent with
that provided for in the Statements of Purpose.
* Deal with staff relations issues in consultation with HR.
* Ensure resources are controlled within budget.
* Identify potential for efficiency savings.
* Ensure the implementation of the company?s policies and
procedures.
* Ensure all complaints are managed, recorded and reported in a
timely and appropriate manner in accordance with company policy and
national standards.
* Assist with the assessment of referrals to determine suitability
for admission and service needs
* Support PIC?s with resident admission and transition processes

_PRACTICE_

* Support the development and implementation of operational policies,
protocols and guidelines in line with national policy and statutory
requirements.
* Ensure safe practice in relation to medication, as governed by
NMBI and company policy and guidelines and legislation.

_RISK MANAGEMENT/HEALTH AND SAFETY_

* Ensure all staff perform duties in a manner consistent with Health
and Safety requirements and in accordance with company policies and
procedures.
* Ensure that accidents and incidents involving residents/visitors
and staff are recorded, managed and investigated in accordance with
policy and that learning/feedback is implemented.
* Review all incidents recorded on epicCare
* Ensure risk rating applied is completed and correct
* Agree actions required with PIC
* Follow up on actions identified
* Close incidents in line with Risk Management Policy
* Support and advise PIC?s on strategies to mitigate risks.
* Ensure staff are aware of their responsibilities in the event of
an emergency accident/incident.
* TRAINING AND ON-GOING DEVELOPMENT
* Attend and participate in on-going education and in ? service
programmes as required.
* Ensure all assigned staff complete mandatory training and
participate in professional training as required.
* Identify, develop and support PIC?s to deliver training modules
specifically designed to support development of new staff

ESSENTIAL REQUIREMENTS FOR THE ROLE

* At least 2 years? management experience at PIC level or above in
Intellectual Disability Services
* Undergraduate Degree in Social Care or Nursing
* A full clean drivers licence and own transport are essential

DESIRABLE EXPERIENCE

* Experience of managing multiple designated centres

SPECIAL SKILLS AND COMPETENCIES

_PROFESSIONAL KNOWLEDGE & EXPERIENCE_

* Knowledge of ?National Standards for Residential Services? for
Adults with Disabilities
* Knowledge of quality assurance practices
* Experience of working in residential service for adults with
disabilities.
* Knowledge of social care model of service delivery
* Knowledge of Person Centred Planning
* Knowledge of all policies and procedures, relevant legislation
relevant to the service.
