REPORTS TO:?The Senior Staff Officer (Broadband Development Manager)
will report to the Head of Digital Strategy or any other officer as
designated by the Chief Executive.

THE ROLE

The BROADBAND DEVELOPMENT MANAGER is a key role in the Digital
Strategy (D.S.) Department, reporting to the Head of Digital Strategy.

The role of the Broadband Development Manager will broadly fall into
four major categories:

* To facilitate community outreach by proactively engaging with
community groups, community-led Local Development Companies, schools,
businesses and other sectors to foster the development of digital
opportunities, and be an advocate for the benefits of high-speed
broadband to local communities in terms of rural rejuvenation and
economic stimulation.
* To work with both established and future Broadband Connection
Points (BCPs) in Limerick to help them to develop these resources to
their full potential and maximise the benefit to their local
communities, through continuous engagement with those communities, to
ensure successful implementation of BCP programmes under themes such
as arts & culture, digital upskilling, remote working and e-Health.
* To facilitate the successful roll-out of the National Broadband
Plan (NBP) in Limerick, by acting as a single point of contact for
communications to, from and between the local authority, the relevant
Government departments, National Broadband Ireland, and the
telecommunications companies generally.
* To support the implementation of Limerick?s Digital Strategy by
encouraging the adoption of high-speed connectivity amongst all
sectors of the population, including the raising of awareness of
broadband services and the stimulation of demand for those services.

DUTIES:

The duties will include but will not be limited to:

* Develop a community engagement plan to explain, harness and manage
the benefits of high-speed broadband for local community groups,
community-led Local Development Companies, schools, businesses and
other sectors;
* Develop a communications strategy for the county that will
identify the key stakeholders and outline structures and procedures
for community engagement;
* Work with communities to manage the impacts of the national fibre
network build on their localities in terms of road works, traffic
delays, potentially additional masts, additional cabling on poles,
street furniture;
* Plan and host workshops, seminars and/or conferences and other
public facing events to facilitate education and community
consultation regarding the benefits of high-speed broadband and what
it can do for a community.
* Utilise the Council?s public participation platform to plan,
prepare and host community consultations and surveys on digital
initiatives planned under the Limerick Digital Strategy, to give
everyone the chance to make their view known;
* Represent the Council in local networks and groups tasked with
tackling social problems such as digital exclusion within the Limerick
region, and on the implementation of initiatives arising from those
networks and groups;
* Maintain an awareness of KPIs relevant to the Council within the
broadband space, and develop an understanding of how those KPIs may be
partnered with other known KPIs to draw conclusions and insights that
will highlight both the successes and areas that need more focus
within the city and county;
* Be the single point of contact for engagement with
telecommunications operators and government departments in the
delivery of telecommunications infrastructure, including the National
Broadband Plan in the county;
