JOB TITLE: MIGRANT ENGAGEMENT & POLICY OFFICER

POSITION: PART TIME (3 DAYS)

REPORTS TO: CEO

_OVERALL PURPOSE OF JOB_

* To initiate, maintain and develop a working relationship with NCP
groups, NGO?s and statutory agencies and actively promote awareness
of social inclusion, Integration, Anti-racism and anti-poverty issues
in the new communities
* To enhance NCP as an independent national organisation that
facilitates communication and collective action towards a
multicultural Ireland
* To play key role in implementing NCP?s strategic goals by
delivering support to key stakeholders Nationwide
* To provide evidence-based policy proposals, to engage in lobbying
and campaigning to support NCP objectives on influencing policy
* To organise training, information provision, social enterprise,
Employment & funding opportunities, addressing inequalities, accessing
public services, enhancing integration strategies that improves the
capacity and leadership development of ethnic minority communities.
* be responsible for providing evidence-based research and policy
proposals engaging in lobbying and campaigning to support NCP
objectives on influencing policy

_KEY RESPONSIBILITIES_

* Initiate, maintain and develop a working relationship with key
groups and individuals working with NCP
* Identify needs and priorities, through research on integration
related issues and policy analysis nationally and take actions on
these, in consultation with the Board and CEO of NCP as the
organisation respond to the changing face of migration in Ireland
* Work collaboratively with other NGO?s and local government
agencies to achieve local integration and ensure that rights are
safeguarded to ensure equality of treatment, opportunities and outcome
* Advocating and campaigning on issues of concern for the migrant
community, participate in policy discussions and submit proposals to
local and national government agencies
* Develop specific, practical policy proposals based on research
findings for presentation to Government and other policy makers
* Contribute to NCP policies such as submissions, internal and
external policies
* Co-ordinate the provision of training, technical support and
capacity building to enable NCP member groups to organise and develop
action plans
* Support groups Nationally on their development, access to funding
to facilitate migrant groups to self-advocate and self-determine
* To maintain records and database of contracts, compile statistics
to prepare required reports, facilitate monitoring, evaluation and
compliance requirements
* Represent NCP on relevant working groups and organise conferences
to inform and contribute to the Integration Agenda
* Lead ongoing research of key trends (experiences, feedback?) to
help shape NCP services long-term strategies

_PERSON SPECIFICATION_

ESSENTIAL

* Excellent communication, interpersonal and networking skills
* Educated to a Degree level
* Excellent interpersonal skills; ability to engage comfortably with
individuals, management and staff at all levels
* Demonstrate strong leadership, strategic planning and
organisational skills
* Experience of providing support and information to individuals and
groups experiencing poverty and social exclusion
* Ability to follow through on tasks and work on own initiative
* Working knowledge of the NCP and its development to date
* Experience working with statuary and voluntary agencies
* Ability to represent NCP at local, national and EU level
* A willingness to travel Nationally
* Experience of working within the membership function of a
professional organisation
* Sound knowledge and experience of using key applications (e.g.
Excel, Word)
* Keen attention to detail and accuracy in recording statistical
data and providing reports
* Excellent organisational, administrative and time management
skills
* Knowledge of principles of GDPR

DESIRABLE

* Ability to speak more than one language
* Policy and research skills
* Experience in organising conferences and delivering papers
* Sound knowledge of the Migrant sector in Ireland and experience in
working with relevant agencies and stakeholders in the field
* Knowledge of Migrant issues and current policies in place
concerning members of new communities in Ireland
* Ability to apply p-project management and organizational skills to
variety of tasks; demonstrating flexibility and problem solving skills
* Experience in grant and report writing to donors and funding
agencies
* 1 ? 2 years of relevant experience in similar role
