INVITATION TO TENDER: OVERVIEW

Community Healthcare West (HSE) and Mental Health Ireland on behalf of
the Galway Community Caf? wish to contract a researcher, or a team of
researchers, to conduct an evaluation of this innovative peer-led, out
of hours mental health service.

ABOUT THE GALWAY COMMUNITY CAF?:

The Galway Community Caf? puts into practice recommendation **Apply

Caf? is also an example of an international best practice engagement
methodology of co-production ensuring the equal voice of people with
lived experience of mental health difficulties and the HSE Community
Mental Health Service. The caf? has harnessed the resources of the
HSE, Mental Health Ireland, the Voluntary Community Sector, and the
private sector.

The caf? provides a safe non-judgmental space for individuals seeking
mental health support in a non-clinical setting. The caf? is located
opposite University Hospital Galway and is open from **Apply on the

on the website** Thursday-Friday for in-person and phone call
appointments. The caf? service operates on a self-referral basis and
is open to adults seeking emotional support, including individuals
that avail of primary and secondary mental health services. The peer
connectors provide one to one peer support to caf? customers using
recovery-orientated practices within the CHIME recovery framework.

The onsite caf? team consists of four peer connectors, one assistant
team leader, and peer connector relief staff. The management structure
of the caf? consists of a team leader, project Lead, and an
operational team.

BACKGROUND AND CONTEXT:

The Galway Community Caf? first opened its doors in December **Apply
on the website** and is a free out-of-hours adult mental health
service designed and delivered by people with lived experience of
mental health challenges. The CHIME framework for recovery underpins
the support offered to customers of the caf? service.

The Galway Community Caf? is staffed and managed in a partnership
approach by Community Healthcare West and Mental Health Ireland. The
service has been commissioned by Community Healthcare West and is
situated within the Mr. Waffle Cafe, Newcastle Road, Galway. The caf?
handles on average approx. **Apply on the website** in-person and
phone call bookings per month.

The functioning and management of the Galway Community Caf? are
overseen by a multi-stakeholder Operational Group, which consists of
representatives from both organisations, members of the community and
representatives of the caf? team.

The Operational Group oversees the management of the caf? service and
reports directly the Head of Mental Health Services in Community
Healthcare West. Day-to-day management of the service and its staff is
the responsibility of the Team Leader and their Line Manager.

THE AIMS AND OBJECTIVES OF THE EVALUATION ARE TO EXPLORE THE
FOLLOWING:

To ascertain how well the caf? is achieving its current aims and
objectives, to capture the experience of both staff operating and
customers availing of the service; and to identify learnings for the
optimal future development and operation of the caf?.

_OBJECTIVES:_

* Identify the theoretical underpinnings of the service and how these
are implemented/translated into practice (developing a logic model for
the service and developing a theory of change).
* Describe and evaluate the different pathways for the service and
its integration into primary and secondary mental health services.
* Assess the value and efficiency of the caf? and recovery outcomes
including relevant costs downstream.
* Describe and evaluate the impact on customers, exploring their
experiences of the service and how it has influenced their recovery
journey.
* Evaluate the impact of the caf? service on the broader service
infrastructure-both mental health and other services-i.e. what
service(s) would have been used if the caf? wasn?t available? What
services have customers used most in the past? What service(s) are
they using less now?
* Identify stakeholders? views of the caf? service-what unique
contribution this service is making? What is the general understanding
of the service? What gap is it addressing? What could the service do
better? What is it doing well?
* Evaluate the caf? service to ascertain the benefits of the
service and improvements that could be made to meet the needs of
customers going forward.
* Describe and evaluate the experiences of staff in delivering
support within the service and evaluate the impact of co-production.
