organisation based in The Liberties in Dublin?s South Inner City.
Our aim is to ensure the social and economic development of The
Liberties community.

SICCDA understands social inclusion to be a planned process whereby
people and communities are afforded opportunities to acquire the same
status, power, and privileges that so many others in our society take
for granted. SICCDA, in conjunction with local people, designs and
initiates projects that cater for the social, economic, cultural, and
educational needs of the broader community. We support people in the
community by providing information, advice, skills training, education
support, and community services.

COMMUNITY EMPLOYMENT SCHEME SUPERVISOR

The central role of the Community Employment Scheme (CE) Supervisor is
to co-ordinate, deliver and support the CE training programme operated
by SICCDA. The core focus of the role is to provide opportunity,
support and to coach CE Participants towards gaining the skills and
competencies in preparation for employment. The CE supervisor will
ensure the effective and efficient administration and co-ordination of
the human, financial and material resources of the CE Scheme and to
report to the CEO, sponsoring committee and SICCDA Board on its
implementation. The CE Supervisor will ensure a solid understanding of
the role of the Community Employment Supervisor as it pertains to
project management and programme delivery to long-term unemployed.

KEY TASKS: DUTIES AND RESPONSIBILITIES:

The core duties of the CE supervisor include:

* Manage and supervise the operation of the Community Employment
Scheme.
* Liaising with Department of Employment Affairs and Social
Protection (DEASP) in terms of administration of the programme and
overall relevant funding requirements
* Coordination of the programme on a day to day basis
* Ensure the implementation of all up to date legislation in
policies regarding employment of CE participants
* To fulfil contractual obligations such as the development of the
annual report, work plan, training plans and funders reporting audit
requirements
* Administration of the DEASP accounts and budgets
* To provide coordination, support and supervision for the
participants and to collaborate with other managers in the delivery of
the CE programme within SICCDA
* Capability to direct, motivate, coach and mentor jobseekers and
have the ability to assess and solve problems
* Sourcing training, employment opportunities for participants and
to provide coaching, interviews preparation for participants
* Developing core accredited modules of training and sourcing tutors
for the training aspect of the programme
* Development of Individual Development Learning Plans for each CE
participant
* To work in a way which promotes a supportive environment that is
conducive to learning and upskilling
* Report directly to Manager of service, prepare reports & attend
staff meetings Effect policy in relation to best practice employment
of CE participants
* To perform such other duties as requested by the Manager, CEO
and/or Board of Directors
* Excellent interpersonal skills, the ability to operate as part of
a team Assist in the maintenance all necessary financial records and
provide monthly and other reports to Manager
* Assist with the sourcing and securing of funding on behalf of
SICCDA for the CE and other relevant initiatives as and when required
and approved by Manager
* To uphold the ethos of SICCDA, which operates accordingly to the
principles of Community Development
* To attend relevant training
* Participate in documented support and supervision session with the
manager in accordance with SICCDA policy and guidelines of staff
supervision
* Implement CE Programmee policies and other SICCDA specific
policies and procedures
* Provide cover for other members of staff when required
* To take on other tasks and duties the will further develop the
aims and objective of SICCDA as requested by the Manager, CEO and
Board of Management

PERSON SPECIFICATION QUALIFICATIONS

The ideal candidate will have:

* Minimum of 3 years of supervisory and people management work
experience relevant to the post (i.e. administration, project
management, training or other)
* Candidates must have a minimum of QQI Level 6 Major award or
equivalent; Excellent communication skills
* Excellent report writing and computer skills
* Experience of project management including administration and
budget management
* Ability to access funding and deal with funders
* Good personal motivation with a capacity to initiate and develop a
strong work ethos
* A capacity to work with people from a wide range of backgrounds,
agencies and sectors
* Ability to work under the direction of the Manager/Sponsoring
Committee for the effective implementation of the CE Programme in line
with the CE Operational procedures
* Have a drive for community development

TERMS AND CONDITIONS

This is a full time position - **Apply on the website** hours per
week, based on an annual contract basis.
You will initially be based at No **Apply on the website** Meath
Street, The Liberties Dublin 8.
The post will have a 3 months probation period.
Salary will be in line with DEASP rates. New appointees will commence
at point one of the scale for **Apply on the website** to **Apply on
the website** participants, however as posts fill and probation period
has been completed there will be opportunity for movement to the scale
for **Apply on the website** or more participants supervisor rate.
