ACTION RESEARCH: PROMOTING BEST PRACTICE IN THE PROVISION OF SUPPORT
FOR, AND THE EMPOWERMENT OF, OLDER PEOPLE

CARLOW COUNTY DEVELOPMENT PARTNERSHIP CLG

Carlow County Development Partnership CLG was established in **Apply
on the website**, and is responsible for the strategic management and
delivery of a range of publicly funded economic and social development
programmes and initiatives to individuals, enterprises and communities
throughout Carlow Town and County.

This tender is being funded under the Carlow SICAP programme, with the
support of the County Carlow LCDC.

The aims of the SICAP Programme are to reduce poverty, promote social
inclusion and to improve the life chances and opportunities of those
who are marginalised in society, living in poverty or in unemployment.
It does this through a community development approach, and through
targeted supports and inter-agency collaboration, underpinned by the
values of equality, inclusion and social justice.

CONTEXT

Carlow?s population is growing, and it is ageing. Older people have
particular sets of needs, and they are among the specific groups
covered by the Social Inclusion and Community Activation Programme
(SICAP). As people age, they generally face issues in respect of
healthcare, transport, social interaction, financial security and
other facets of life ? in ways that are different from those
experienced by young and middle-aged people.

Older people have been particularly affected by the COVID-**Apply on
the website** pandemic. Relative to other population cohorts, they
have experienced higher death and illness rates. Many have lost
siblings and life-long friends, and they have experienced increased
anxieties and insecurities. The suspension of public gatherings,
including church services, limited their opportunities for social
interaction. Consequently, isolation and loneliness have increased.
While younger age cohorts were able to engage with one another through
information and communications technologies (ICT), many older people
did not have access to such facilities. Thus, the pandemic has
compounded many of the challenges people face in the third stage of
life.

While older people face new challenges, they also demonstrate
tremendous resilience. As people age, they acquire experience and
wisdom, and many societies value, revere and celebrate the virtues of
ageing. It is important that our communities and county harness the
knowledge and social capital offered by our older people.

AIM

This piece of action-research will produce an evidence-based review
and set of signposts for the enhancement of community-based supports
for older people in County Carlow **Apply on the website**.
