TENDER FOR KILDARE PUBLIC PARTICIPATION NETWORK

FIVE YEAR STRATEGIC PLAN

INTRODUCTION

The focus of Kildare Public Participation Network (PPN) is to assist
groups participate more in local authority decision making. There are
approximately **Apply on the website** member organisations in the
network from three pillars or colleges: Environmental, Social
Inclusion and Voluntary and Community.

Kildare PPN has approximately **Apply on the website** seats across
ten Local Authority Committees. Kildare PPN is governed by a
Secretariat of eleven members and staffed by a Coordinator and a
Support worker.

FIVE YEAR STRATEGIC PLAN

Kildare PPN would like to develop a five-year strategic plan for the

like to engage the services of a consultant, to develop this plan. In
particular, the PPN would like to focus on the following areas:
communication between all members of the PPN, improvement of
engagement with local authority committees and SPCs, improvement of
functions of the PPN (such as linkage groups and thematic groups).

PROJECT MANAGEMENT

The successful candidate will guide the PPN through a strategic
planning process to arrive at a Draft Strategic Plan to present to the
PPN by the end of February and deliver a finished product no later

consultant will present their planning process to the Secretariat and
Staff. The consultant must commit to a wholly participatory
methodology including as many different stakeholders as possible. It
is envisaged that a number of processes will be used, including
questionnaires, surveys, semi-structured interviews, and focus group
discussions along with other methods.

BUDGET

inclusive of VAT.

Payment will be made by Kildare PPN and administered by Kildare County
Council. 2
