TENDER FOR DUBLIN CITY PPN FIVE YEAR STRATEGIC PLAN

INTRODUCTION

The main focus of Dublin City Public Participation Network (PPN) is to
assist groups participate more in local authority decision making.
There are approximately **Apply on the website** groups in the network
from three pillars or colleges; environmental, social inclusion and
voluntary and community. Dublin City PPN has approximately **Apply on
the website** seats on Dublin City Council Strategic Policy Committees
(SPC), the local community development committee (LCDC), and the Joint
Policing Committee (JPC). The network is governed by a 9 person
Secretariat, which is comprised of three people from each of the three
pillars or colleges.

FIVE YEAR STRATEGIC PLAN

Dublin City PPN would like to develop a five year strategic plan for

would like to engage the services of a consultant, to deliver this
plan and present the plan to the PPN at the end of **Apply on the
website**. In particular, the PPN would like to focus on the following
areas: communication between all members of the PPN, improvement of
operational skills of PPN members, improvement of functions of the PPN
(such as linkage groups and thematic groups), and assistance with
developing a ?vision for community wellbeing? statement.

PROJECT MANAGEMENT

The successful candidate will guide this PPN through a strategic
planning process to arrive at a finished product no later than **APPLY

will present their planning process to the Secretariat, and will use a
wholly participatory methodology including as many different
stakeholders as possible. It is envisaged that a number of processes
will be used, including questionnaires, surveys, semi-structured
interviews, focus group discussions with other methods.

BUDGET

inclusive of VAT.

Payment will be made through the official and legal host of the PPN,
which is Dublin City Volunteer Centre.

TIMEFRAME

The closing date for a response to this expression of interest is
