AGRICULTURE AND LAND USE POLICY AND ADVOCACY OFFICER

TITLE OF JOB: Agriculture and Land Use Policy and Advocacy Officer
RESPONSIBLE TO: IEN Policy Officer
LOCATION: IEN Offices, MACRO Centre, 1 Green Street, Dublin 7 (Remote
working also supported)
ORGANISATION: IEN
CONTRACT: Full-time one-year contract (renewable conditional on
funding)

ABOUT THE IEN

The IEN is a network of more than **Apply on the website** national
environmental non-governmental organisations (eNGOs) that work to
protect and enhance the environment and to place environmental issues
centre stage in Ireland and internationally. The secretariat works to
support members and our advocacy coalition - the Environmental Pillar.
You will work in a small, energetic team to shape policy and advance
sustainable development principles.

OVERVIEW OF THE ROLE

This is an exciting opportunity for an experienced policy and advocacy
officer. The goal of this work is to influence decision-makers to
ensure that environmental protection remains at the forefront of
agriculture, land use and food policy in Ireland.

The successful candidate will collaborate with members of the
environmental NGO sector, liaise with senior government officials,
European Commission staff, public representatives in Ireland and
Brussels, eNGO representatives and networks, and will develop
relationships and alliances with representatives of other sectors as
appropriate. Support and guidance will be provided by the
Environmental Pillar Agriculture Working Group.

ABOUT THE JOB

THE DUTIES AND RESPONSIBILITIES INCLUDE:

POLICY AND ADVOCACY DEVELOPMENT AND COORDINATION

* Work with our members to develop and lead on a policy and advocacy
strategy for our Agriculture and Land Use work for the next **Apply on

* Monitor developments related to agriculture and land use policies
as they pertain to the area of the environment, including
biodiversity, climate and water and the legislative infrastructure
providing protection in these areas.
* Establish good working relationships with members, networks and
other stakeholders; hold regular networking meetings and engagements.
* Coordinate processes to agree policy positions and messaging, and
develop policy briefings and coordinate advocacy engagement in line
with the strategy.
* Liaise with the Environmental Pillar?s Agriculture Working Group
with regard to strategies, activities and sectoral work in this
critical policy area.
* Engage and develop relationships with key public representatives,
including Irish government ministers, TDs, Senators, government
officials, MEPs, European Commission staff, and EU-based) NGOs and
other key stakeholders to ensure that our goals for the environment
are communicated effectively.
* Develop and produce briefings and publications including public
submissions where appropriate, and research papers in support of our
policy objectives for presentation to Government, EU officials, policy
makers and other key stakeholders, ensuring publications are accurate,
evidence-based and up to date with research and national, European and
international policy developments.
* Liaise and maintain regular contact with government officials,
politicians and policy makers on key policy issues.
* Develop and use methods to screen, benchmark, assess both
qualitatively or quantitatively the implications of policy proposals
in Ireland and the EU.
* Support and facilitate collaborative working among members of the
IEN and Environmental Pillar, and with external stakeholders, partner
organisations and coalitions. Identify opportunities to help progress
environmental advocacy with sectoral interests.
* Provide regular reports on outcomes, deliverables and activities
as required.
* Assist in any other duties as needed.

COMMUNICATIONS AND EVENTS

* Ensure members of the IEN and Environmental Pillar are kept updated
regarding agriculture and land use policy developments and activities.
* Work with the IEN Communications Officer to write articles, blog
posts and press releases at key moments to build awareness and garner
public support.
* Represent the ENGO sector at events, conferences and in various
partnerships and coalitions where appropriate.
* Organise and host seminars, workshops, briefing opportunities and
other policy related events where appropriate.

ADMINISTRATION

* Administer meetings of the Environmental Pillar Agriculture working
group.
* Maintain lobbying records

ABOUT YOU

You are an energetic, self-starting individual who is comfortable
working both as part of a team and autonomously. You welcome guidance
and direction and relish working with a coalition of partners. You are
detail-oriented and process-minded, but also flexible and creative -
you enjoy campaigning and are skilled at working with diverse groups.
You can come from the NGO, foundation, public administration,
political or private sector background, with experience of project
administration and management and you are confident in challenging the
?status quo?. You are comfortable working in a small organisation
and are excited by the prospect that every day is different. Your
campaign partners are situated throughout the country, and so you are
excellent at remote and intercultural communications. You have a
?can-do? attitude, a passion for learning and doing new things.
You are a creative problem-solver.

ESSENTIAL CRITERIA

* Relevant education qualifications in environmental policy, law or a
related discipline
* At least 3 years? experience in related policy or advocacy work
* Proven experience of policy analysis, planning and producing own
research and policy documents to tight deadlines
* Experience of advocacy work at a national, European and
international level
* Proven ability to communicate effectively verbally and in writing
to a range of audiences

DESIRABLE REQUIREMENTS

* Experience and knowledge of agriculture policy
* Working knowledge of advocacy at EU level, particularly in
relation to agriculture and land use issues
* Proven experience of effective project management, including:
strategic planning; budgeting, reporting and evaluation
* Experience of nurturing relationships with a broad range of
stakeholders
* Knowledge and experience of working in a membership-based
organisation or within the NGO/community and voluntary sector

The annual gross salary for this role is of the range ?**Apply on

commensurate with skills and experience. This contract is for a

payable monthly in arrears. Consideration will be given to
applications from suitably experienced candidates who may be
interested in a shorter working week.
