Consumer Protection Manager
Position: ?Consumer Protection Manager (Multiple Positions)
Location: Ireland (IE)
Role Purpose The CCPC is seeking to recruit a number of Consumer
Protection Managers for its Consumer Protection Division (CPD). In
addition to the immediate appointments from this campaign, an order of
merit may be established. This may be used to fill any future
vacancies at the same level within this or other Divisions of the CCPC
where roles have similar responsibilities and/or similar skills are
required.

CPD is primarily responsible for exercising the CCPC?s functions in
the areas of consumer protection and ensuring that traders comply with
the relevant pieces of consumer protection legislation. At present the
CPD consists of four separate units, each with its own specific area
of expertise and responsibility. The units all engage with traders
across all sectors up to and including global corporations in relation
to issues of compliance and where required, take enforcement action to
remedy breaches of consumer protection legislation.

The core work undertaken by the units includes:
? Assessing trader compliance with consumer protection legislation.
These compliance activities may be informed by consumer contacts made
to the CCPC, as well as market monitoring and intelligence gathering.
? Implementing a compliance inspection framework each year that
incorporates both online and on-premises inspections.
? Conducting investigations into potential breaches of consumer
protection law. The investigations incorporate traders operating in a
variety of sectors and environments including in-store, online and
off-premises.
? Implementing the Platform to Business (P2B) Regulation, the
objective of which is to provide a set of rules creating a fair,
transparent and predictable business environment for smaller
businesses and traders on online platforms and allowing for effective
redress possibilities if appropriate.
? Fulfilling our obligations under the Consumer Protection
Cooperation (CPC) framework. The CPC framework brings enforcement
authorities across the EU into a close working network. The CCPC act
as Ireland?s Single Liaison Office (SLO), building and maintain good
working relationships with Irish Competent Authorities and other
relevant stakeholders.
? Managing the organisations responsibilities in relation to
Alternative Dispute Resolution, areas relating to Financial Services
such as SEPA and the Payment Services Directive (PSD2) and the Grocery
Goods Regulations.
? The Consumer Protection Manager will be assigned to one of the
four CPD units and will play a key role in managing and supporting the
activities of the unit. The Consumer Protection Manager will also have
a role in building and maintaining relationships with relevant
stakeholders, including consumer and business representatives, and
competent authorities at national and international level. In
addition, the Consumer Protection Manager will be required to carry
out any other additional tasks that may be assigned to him or her in
order to support the work of the Division.

_KEY RESPONSIBILITIES_
? Depending on the assigned Unit, the Consumer Protection Manager
will be responsible for some of the following key responsibilities:
? Managing and accessing potential breaches of the consumer
protection legislation, making recommendations on appropriate courses
of action and managing subsequent enforcement activities;
? Leading and managing the investigation and enforcement of
compliance with consumer protection legislation. This can involve;

- Planning and conducting an investigation.

- Prioritising and progressing tasks effectively, ensuring that
investigative activities are conducted in accordance with best
practice and the available guidelines.

- Participating in activities including conducting enquiries,
interviews and taking part in inspections and/or search operations.

- Making recommendations and managing appropriate enforcement actions.

? Managing and co-ordinating both in-store and online inspection
activity;
? Building, managing and maintaining productive and positive
relationships with key internal, external stakeholders and competent
authorities in other member states whilst representing CCPC at
external fora as required. This engagement may include travel across
the European Union, if required;
? As necessary, keep the European Commission, Competent Authorities
and Member States updated in relation to measures taken to address
infringements;
? Working closely with other units and Divisions in CCPC in
implementing various enforcement responses, including progressing
enforcement actions;
? Working closely and as directed by the Head of Unit in the general
management of the Unit/Division?s activities;
? Assisting in the preparation of organisational reports and
undertake any other duties and responsibilities of a similar level, as
required;
? Contributing to the achievement of the strategic goals of the
organisation by participating in cross-divisional projects, developing
knowledge and familiarity with the broad remit of the CCPC?s
mandate;
? The Consumer Protection Manager may be responsible for the
management of a Consumer Protection Executive(s).
Technical/Professional

_REQUIREMENTS_ Essential
? Relevant Degree or equivalent in economics, law, engineering,
business, regulation or compliance, or comparable professional
experience in an area related to role.
? Demonstrable people skills with the ability to work effectively in
a team environment.
? Analytical and problem-solving skills, with the ability to work on
one?s own initiative.
? Excellent interpersonal and communication skills, including the
ability to work in a team and manage both internal and external
stakeholder relationships.
? Case management or project management experience.
? Excellent drafting skills and attention to detail
? Strong ICT skills in the application of Microsoft office.
Desirable
? Post graduate qualification preferably in an area related to the
role.
? People management or team leadership experience.
? Knowledge of Consumer Protection legislation and/or ability to
