FINANCE DEPUTY MANAGER

1. ROLE

This role offers a fantastic opportunity to provide support to our
organisation?s Finance Team in Dublin. Depaul is a values-led
organisation working with a number of services throughout Dublin and
Belfast.

STRATEGIC IMPORTANCE OF ROLE TO DEPAUL HOUSING
Depaul Housing is in a period of growth and this role is pivotal to
the success of this growth strategy. An essential success factor for
this role is the design and implementation of appropriate financial
controls and disciplines that support the management of Depaul Housing
to remain ?in-control? and underpins the long-term success of
Depaul Housing.

RELEVANCE OF ROLE TO WIDER DEPAUL IRELAND ORGANISATION
While the primary focus of the role is on the financial reporting for
Depaul Housing Association, the role is part of the Finance Team for
Depaul Ireland. Therefore, the role is flexible and will be required
to support the Finance Manager for Depaul Ireland in all day-to-day
aspects of financial reporting for Depaul.

2. KEY AREAS OF RESPONSIBILITY

FINANCE

* Prepare monthly Management Accounts and quarterly Board Financial
Report and associated commentary for Depaul Housing
* Prepare periodic financial projections and cash flow forecasts
* Monitor capital development programmes against budgets and assist
with ensuring adequate financial resources are available as and when
required.
* Safeguard controls around Funding and Fixed asset accounting,
including maintenance of registers
* Maintain depreciation schedule for properties in line with policy
* Maintain Sinking fund analysis
* Manage analysis and processing of all Association income
* Maintain bank reconciliations
* Manage Creditors ledger ensuring timely and accurate control over
payments
* Maintain financial systems including the general ledger and all
related inputs
* Assist with internal and external audits
* Assist in the delivery of the Associations efficiency reviews and
regulatory reports as and when required
* Manage preparation of any relevant VAT returns
* Maintain the process for rental income and other tenant charges
* Assist in the day to day running of other Finance activities
* Undertake ad hoc assignments as part of the Finance Team and
particularly to support the successful growth of Depaul Housing
Association

PROCUREMENT

* Negotiate with external vendors to secure advantageous terms
* Assist in the Association?s procurement and tendering
requirements e.g. day-to-day and cyclical maintenance programmes
* Approve the ordering of goods and services within limits
* Track and report key functional metrics to improve effectiveness
* Perform risk management for supply contracts and agreements
* Control spend and build a culture of long-term saving on
procurement costs

The above list is not exhaustive; additional areas of responsibility
may be added over time and flexibility to cover for other staff roles
is required from time to time.

3. PERSON REQUIREMENTS

ESSENTIAL

* Full or Part qualified accountant (ACCA, CIMA, ACA or equivalent)
* Minimum of 3 years work experience in related environment,
including preparation of management accounts, managing creditors
ledge, payroll, reconciliations
* Ability to balance multiple competing work demands, working to
tight deadlines
* Accuracy and attention to detail
* IT skills especially Excel

DESIRABLE

* Experience in Approved Housing Body environment
* Experience with Sage Accounting and Payroll software packages
* Experience monitoring the quality of work of and development of
assigned staff.
* Advanced Excel skills
