BACKGROUND:

CDI is funded under the Government?s Area Based Childhood Programme
(ABC). It was initially established in **Apply on the website**
through a partnership between the Department of Children and Youth
Affairs (DCYA) and The Atlantic Philanthropies (AP), under the
Prevention and Early Intervention Programme (PEIP), which was set up
with ?the objective of testing innovative ways of delivering
services and early interventions for children and young people,
including the wider family and community settings,? (DCYA, **Apply
on the website**). The ABC?programme?aims to improve outcomes for
children, young people and their families in some of the most
disadvantaged areas of the country. The programme has a particular
emphasis on improving health, educational and social outcomes for
children and young people, and on improving the effectiveness of
existing services for them.

Based in Tallaght West, CDI emerged from the professionalism, passion
and persistence of a consortium of **Apply on the website** concerned
individuals and organisations in the community, who had a vision of a
better place for children. Through innovative partnerships, they
brought together the science of evidence-based practice and rigorous
evaluation, with the spirit of an approach focused on the identified
needs of children and families.

CDI designs, delivers and evaluates a range of prevention and early
intervention approaches across a spectrum of local needs including
language, literacy, health, early years, conflict management and
community safety. All CDI programmes are evidence-informed and
manualised, and are delivered through existing structures and
services.

CONTEXT:

CDI?s current strategic plan ends this year. We are currently
undertaking a needs assessment with the community, focusing on the
areas with the highest levels of poverty, in line with our remit to
address child poverty. This needs assessment will include comparisons
with national data (e.g. CSO and Growing Up In Ireland) and will
utilise qualitative and quantitative methods. It will underpin our
next strategic plan.

CDI has also been working to diversify our funding sources and extend
our training and consultancy role. The Strategic Plan will include
targets and approaches relating to this objective.

THE TASK:

The successful tenderer will:

* Review existing CDI documentation, and the needs assessment noted
above, to fully understand our role and work to date;
* Share our needs assessment and programme data with local service
providers and national stakeholders through two or three focus groups,
and facilitate discussion regarding their responses, priorities and
other emerging developments;
* Meet with relevant CDI staff and Board members to ascertain their
views and perspectives on what is going well, priority needs, and
vision for the organisation;
* Hold one or two focus group sessions for key stakeholders to
review draft proposals and priorities;
* Provide a final, comprehensive strategy and implementation plan,
including timelines, costs, activities, indicators and outcomes.

It is not anticipated that the strategic planning process will include
direct engagement with parents and children. This will have been
undertaken through our child poverty assessment and the successful
applicant will utilise these data.

TIMELINE:

We anticipate that this work will commence in October **Apply on the

CRITERIA:

The successful bidder will have:

* A proven track record in strategic planning and thinking at both a
community and organisational level;
* Excellent writing skills including an ability to write clearly and
succinctly;
* An ability to engage a broad range of stakeholders and facilitate
positive dialogue;
* Knowledge of community services and structures, particularly those
focused on the needs of children and families;
* Financial acumen to ensure that all activities are realistically
costed for.

BUDGET:

SCORING CRITERIA:

Applications will be scored on the basis of the following:-

* Proven track record in excellent writing and research skills;
* Cost;
* Availability to complete the task within the proposed timeline;
* Demonstrable expertise in strategic planning;
* Skilled facilitator and ability to engage a range of audiences;
* Financial acumen and attention to detail.
