REQUEST FOR TENDERS
EVALUATION OF TENANCY ARRANGEMENTS AT MOUNTTOWN COMMUNITY FACILITY

INTRODUCTION

Mounttown Community facility was opened in **Apply on the website**
and was built to replace an old flat complex that housed many of the
community activities for the area. The building of the new facility
was part of the regeneration process for the area. Today the facility
is managed by a voluntary board of management with a small number of
dedicated staff who look after the daily operations of the building.
The Facility staff are supported by Community Employment participants
managed by Dun Laoghaire Rathdown County Council.

Over the years, the facility has been used for many activities. We are
constantly looking to host events, programmes, and organisations that
will benefit the local community in various ways. Our vision, mission
and values are as follows.

To facilitate local economic, social, cultural and educational
development through the management and operation of Mounttown
Community Facility.

TENANCIES AT MOUNTTOWN
The facility operates a dual model of ?anchor? and ?casual?
tenancies?
Mounttown Community facility currently has seven anchor tenants, five
community-based services, and two local start-up businesses providing
music lessons. Anchor tenants enter into a **Apply on the
website**-month Licence Agreement issued by Mounttown Community
Facility CLG acting as an agent for Dun Laoghaire Rathdown County
Council. This Licence Agreement sets out the terms and conditions for
the use of the space they rent at Mounttown Community Facility.
Casual tenants rent space at an hourly rate. We had a large number of
casual tenants before Covid-**Apply on the website** restrictions came
into force, we have remained in contact with our casual tenants during
the past two years and are hopeful that most will return as
restrictions are lifted and confidence begins to grow.

OBJECTIVES

The objective of this evaluation is the take stock of the existing
tenancy arrangements in order to inform the future development of our
tenancy strategy in the coming years. We wish to ascertain:

* The contribution of our tenancies to the local community, as part
of the broader remit to provide a welcoming space for local community
engagement and development.
* What is working well for both our existing ?anchor? and
?casual? tenancies,
* What is not working and what needs to be improved;
* How we can expand our tenancy base into the future while meeting
the needs of the community we serve.

It is anticipated that the evaluation will:

* Review existing tenancy arrangements in order to map their
contribution to the local community and to identify key areas for
improvement.
* Review the landscape of potential tenancies and make
recommendation as to how the Facility can expand the range of groups
and services using its facilities.
* Review the landscape of similar providers in the area and
benchmark the facilities tenancy services and price against other
similar providers.
* Present key findings which will inform the development of a
three-year tenancy development strategy.

TENDER PROCESS

Tenders are invited from suitable qualified parties and should include
the following details:

* A statement of objective and need setting out the goals of the

Tenders will be reviewed by an evaluation committee and will be

BUDGET AVAILABLE

It is anticipated that tenders will not exceed proposed costs of
