The company offers support to communities within its area of operation
in the North, South and West County Council administrative area of
County Cork.

As an Implementing Partner, Avondhu Blackwater Partnership delivers
the LEADER programme on behalf of the North, South and West Cork
LCDC?s in the above-mentioned areas.

DEVELOPMENT OFFICER (SOCIAL ENTERPRISE)

JOB DESCRIPTION

RESPONSIBLE FOR:

* Supporting the implementation of LEADER Local Development
strategies for the area based on a model of sustainable development,
with an emphasis on developing the natural resources of the area. In
particular we are committed to facilitating the communities and rural
business in our area to reach their own levels of development in a way
that is inclusive and empowering.
* Coordination and delivery of the JUMP START Social and Sustainable
Social Enterprise Training programme and animating project
applications to support Social Enterprise Regeneration.

PERSONAL PROFILE:

_RELEVANT EXPERIENCE_

ESSENTIAL

* Community Development Experience
* An understanding of Social Enterprise support and development
* At least 2 years working in the community sector at a similar
level
* A public sector appreciation
* Experience of working on own initiative with minimal supervision
* An understanding of the particular challenges facing rural
communities

_RELEVANT QUALIFICATIONS_

Degree or relevant post graduate qualification

_RELEVANT SKILLS_

ESSENTIAL

* A good understanding of the Rural Development Programme
* A good understanding of Social Enterprise
* Knowledge of and commitment to rural development
* Organisational, administrative and IT skills together with
excellent analytical skills, planning and reporting writing
* Excellent communication, facilitation and leadership skills
* Ability to work with and obtain the co-operation of a wide range
of people and organisations
* Proven ability to relate to people at all levels
* Strong business planning and marketing skills

KEY RESPONSIBILITIES:

* Support the delivery of the LEADER programme
* Delivering Jumpstart Sustainable Social Enterprise Training
Programme within agreed budget
* Ensure relevant policies and procedures are adhered to
* Support Social Enterprises to develop good governance and
management practices
* Support Enterprises in business planning, marketing and promotion
including Social Media
* Delivery of training programmes where appropriate
* Facilitating the community development process in the communities.
* Liaising with community groups to facilitate the development of
community-based projects in local areas
* Identification of training and mentoring needs within the client
group and sourcing specialised knowledge and expertise to meet the
requirements
* Making and maintaining the appropriate linkages at a community,
statutory and voluntary level to ensure that the programmes are
carried out in a way that represents best value for money and avoids
duplication with other services in the area.
* Transferring and implementing strategies of best practice in the
area of Social Enterprise and community development in the catchment
area
* Conducting feasibility research of aspects thereof as required by
either Avondhu/Blackwater or its clients
* Evaluating the effectiveness of programmes and actions
* Facilitating the work of the Avondhu/Blackwater community
development working group
* Advising project promoters on the incentives and services offered
by Avondhu/Blackwater and the programmes it delivers
* Referring project promoters to other sources of assistance for the
development of projects
* Presenting applications for assistance to the project?s
evaluation team on a monthly basis

PERSONAL ATTRIBUTES

* Commitment to promoting rural development
* Be self-motivated and able to work as part of a team and on own
initiative
* Willingness to work outside of normal office hours
* A full clean driving licence with own transport

Initial six-month probationary contract with Avondhu/Blackwater
