ORGANIZATIONAL CONTEXT AND SCOPE:

closely with governmental, intergovernmental and nongovernmental
partners. IOM is dedicated to promoting humane and orderly migration
for the benefit of all. It does so by providing services and advice to
governments and migrants.

IOM Ireland provides Assisted Voluntary Return and Reintegration
Programmes (AVRR) that are open to migrants (asylum seekers (VARRP)
and irregular migrants (iVARRP)) from non-EEA countries, who wish to
return home voluntarily but do not have the means, including the
necessary documentation, to do so. Programme activities additionally
include the following areas of migration management: Resettlement,
Family Reunification and Counter-Trafficking

_CONTEXT:_

The PROTECT 2 Project will build capacity for professionals who work
with/for specific groups such as travellers, Roma, refugees, migrants
and asylum seekers, to identify and address the needs of (potential)
victims of or suspected victims (or potential) of TiP and GBV
survivors more effectively and will empower and inform on how to
approach service provision from a victim centric approach with a
particular focus on cultural competency, sensitivity and awareness.
The project will ultimately build the capacity of professionals who
work with/for migrants, to identify and address the needs of
(potential) victims more effectively and to provide a culturally
sensitive support to GBV survivors and victims of TiP within the
migrant community and other minority groups through cultural
competency trainings and use of cultural mediators. It will allow
victims of TiP and GBV survivors access information and effectively
engage with support services and referral source. In doing so,
Government stakeholders will be in a position to provide GBV survivors
and victims? (or potential) trafficking in persons support services
that are effective, efficient and accessible. The project will work
with State authorities, first responder and service providers as well
as migrants themselves.

Under the overall supervision of the Chief of Mission, the direct
management of the Project Manager and with the assistance of the
Project Assistant and the coordination of the lead consultant, the
successful candidate will be responsible for assisting in the
development of cultural competency, sensitivity and cultural mediator
trainings on GBV and TiP in the context of Ireland with a focus on
Irish Traveller communities.

_CORE FUNCTIONS / RESPONSIBILITIES:_

* Work closely with the lead consultant to integrate within the
development of a cultural competency capacity building training
curriculum considerations for the Irish Traveller Community who may be
exposed to severe vulnerabilities such as GBV and TiP in Ireland.
* Contextualise and adapt the cultural competency and cultural
mediator training tools developed by IOM to ensure relevance and
utility for the Irish Traveller community in Ireland.
* Support in the organisation and development of training, to
include consideration for the Irish Traveller Community, for IOM staff
and cultural mediators on the delivery of the capacity building
cultural competency training curriculum.
* Work closely with the lead consultant in the development of a
train-the-trainer toolkit on cultural mediation and competency for
State and national service providers focusing on a tailored victim
centred support framework.
* Perform such other duties as may be assigned.

REALISTIC DELIVERY DATES AND DETAILS AS TO HOW THE WORK MUST BE
DELIVERED:

* Develop a methodology based on project workplan, guidelines, and
work done so far (1 day).
* Assist in development of training curriculum, ensuring that
elements are appropriate within the Irish Traveller context (5 days).
* Adapting IOM cultural competency, GBV and TiP training tools and
materials for use in the Irish context (4 days)
* Training curriculum- (in person and online) incorporating inputs
from national stakeholders to build the capacity of State officials to
identify and address the needs of (potential) victims of GBV and TiP
more effectively and to provide a culturally sensitive support to
survivors and victims within the Traveller community (**Apply on the

* Assist in the planning and participate in the training series with
service providers (3 days)
* Review the Train the Trainer toolkit (2 days)
* Monitoring and Evaluation Report (2 days)

_DESIRABLE QUALIFICATIONS AND EXPERIENCE_

EDUCATION

* Bachelor?s Degree or equivalent from an accredited academic
institution, preferably in Political Sciences, Law, Social Studies,
and/or

EXPERIENCE

Over one year of relevant work experience

* Expertise and knowledge on the Irish Traveller community is an
advantage
* Prior experience in GBV/ TiP prevention and response, including
direct assistance and counselling to Irish Traveller communities.
* Prior experience in or knowledge of cultural competency, awareness
and/or sensitivity training in including direct assistance and
counselling, and/or refugee and migration related issues is an
advantage.
* Excellent writing skills are required.
* Experience in developing or supporting a training curriculum is
required.
* Experience facilitating high-level stakeholder meetings is
required.
* Experience developing and delivering capacity building trainings
is required.
* Experience working within an international, multi-cultural work
environment is an advantage.

LANGUAGES

Fluency in English is required. Knowledge of any other IOM official
language is an advantage.
